Our work spans health and human services, public health, Medicaid, emergency services, and other mission-driven government programs.

We are seeking a Business Analyst to support a high-impact Rural Health Transformation initiative focused on strengthening rural health systems and prehospital emergency medical services. This position will work closely with Delineate project leaders, clients, subject matter experts, researchers, and technical team members to understand complex problems and translate information into actionable insights and high-quality deliverables.

The Opportunity

The ideal candidate is intellectually curious, analytically minded, an excellent writer, and highly skilled at synthesizing complex information into clear, polished deliverables. You will help gather and organize information, conduct research, facilitate stakeholder discussions, analyze processes and requirements, identify findings and gaps, and develop presentations, reports, recommendations, and other client-facing materials.

The right candidate is comfortable starting with ambiguity. You may begin with meeting notes, stakeholder interviews, research, data, existing documentation, and an open-ended question. Your job is to create structure, identify what matters, determine what is missing, and help tell a clear story about what we learned, why it matters, and what should happen next.

What You'll Do

• Understand complex business problems: Work with clients, subject matter experts, and project leaders to understand current-state challenges, objectives, processes, and opportunities.
• Synthesize stakeholder feedback: Review information from interviews, meetings, workshops, documents, and other sources to identify themes, patterns, gaps, and implications.
• Conduct stakeholder interviews and working sessions: Help develop interview guides and discussion materials, participate in interviews and workshops, ask thoughtful follow-up questions, and document key findings.
• Conduct targeted research: Quickly learn unfamiliar topics by reviewing policies, regulations, program documentation, best practices, literature, and other relevant sources.
• Analyze processes and requirements: Document current-state and future-state processes, stakeholder needs, business requirements, workflows, use cases, and opportunities for improvement.
• Turn information into insights: Move beyond summarizing what stakeholders said to identify what the information means, why it matters, and how it should inform decisions.
• Develop client-facing presentations: Create polished PowerPoint presentations that communicate findings, analysis, recommendations, and complex ideas clearly and visually.
• Create high-quality deliverables: Draft reports, assessments, findings, recommendations, summaries, briefing materials, and other written products.
• Support assessment and evaluation: Help develop assessment methodologies, data collection approaches, interview tools, scoring frameworks, findings, and recommendations.
• Identify gaps and unanswered questions: Recognize when information is incomplete, inconsistent, or unsupported and determine what additional research or stakeholder input is needed.
• Collaborate across disciplines: Work with project managers, researchers, data professionals, technical experts, clinicians, and government stakeholders to connect information across workstreams.
• Ensure quality: Review materials for accuracy, consistency, clarity, completeness, and professional presentation before they reach the client.

Required Qualifications

• Bachelor's degree in business, public administration, public policy, public health, health administration, research, economics, communications, or a related field.
• Approximately 2-5 years of experience in business analysis, consulting, research, program analysis, evaluation, strategy, or a related role.
• Demonstrated ability to synthesize information from multiple sources into clear findings, themes, or recommendations.
• Experience conducting research and quickly learning unfamiliar subject matter.
• Experience developing PowerPoint presentations, reports, assessments, or other client-facing deliverables.
• Strong professional writing and editing skills.
• Strong analytical and structured problem-solving skills.
• Ability to work through ambiguity and create structure from incomplete or evolving information.
• Strong organizational skills and attention to detail.
• Ability to manage multiple assignments and deadlines in a fast-moving environment.
• Strong interpersonal skills and the ability to work effectively with clients, colleagues, and subject matter experts.

Preferred Qualifications

• Experience working in consulting, professional services, government, or another client-facing environment.
• Experience supporting government, health and human services, public health, healthcare, or emergency medical services projects.
• Experience conducting stakeholder interviews, requirements gathering, workshops, assessments, evaluations, or focus groups.
• Experience documenting current-state and future-state processes, business requirements, workflows, use cases, findings, or recommendations.
• Experience developing executive-level presentations, reports, or recommendations.
• Strong proficiency with Microsoft PowerPoint, Word, and Excel.
• Experience using Asana or similar project management platforms.
• Familiarity with Agile or other structured project delivery methodologies.

You may leave a stakeholder meeting with several pages of notes, a series of unanswered questions, and a new issue to research. From there, you can identify the important themes, investigate the unanswered questions, connect those findings to the broader project, and turn them into clear requirements, findings, recommendations, or a client-ready presentation.

We are looking for someone who does more than document information. We want someone who can synthesize it. As you grow in the role, you should be able to independently take increasingly complex assignments from an initial question through research, analysis, and a polished deliverable with less direction from project leadership.

Compensation and Benefits

Delineate offers a competitive salary commensurate with experience and qualifications, along with standard company benefits. This is a full-time position. Candidates located in or near Indianapolis are preferred to support periodic in-person meetings and project activities.
